Mr. President,

1.  We thank the panellists for their insightful remarks. Five years since the launch of the UN Disability Inclusion Strategy, the time is opportune to take stock of progress made.

2.  As one of the first few countries to ratify CRPD, India’s development agenda has prioritized rights of persons with disabilities. Our legislative framework, through the Rights of Persons with Disabilities Act of 2016, provides for non-discrimination, access to justice and protection from abuse, violence and exploitation, as well as reservation in Government jobs and in Government-aided education institutions. The Act’s implementation is monitored by independent Commissioners.

3.  During India’s G20 Presidency last year, the first ever “Disability, Equity and Justice” Working Group was established as part of the Civil-20 Engagement Group.

4.  We note with appreciation that OHCHR’s Report on “good practices of support systems enabling community inclusion of persons with disabilities” recognizes India’s Sahyogi Scheme, which establishes Care Associate Cells to train caregivers to provide a support system for persons with disabilities and to their families. Through initiatives such as a digitized national database of persons with disabilities, distribution of aids and appliances, scholarships, and support to civil society projects, India is demonstrating its commitment to the 2030 Agenda: to truly leave no one behind.
