Statement by India on Annual interactive debate on the rights of persons with disabilities, at the 55th Session of the Human Rights Council (26 February -5 April 2024) on 11 March 2024

Mr. President,

1. Indian delegation thanks the distinguished panelists for their informative presentations.

2. As per the 2011 Census, India has a population of 2.68 crore persons with disabilities. In order to empower these individuals, we have undertaken several initiatives.

3. One key initiative is the comprehensive legislation on the rights of persons with disabilities.

4. We have placed significant emphasis on creating a barrier-free environment, and have established Early Intervention Centers to ensure early identification and intervention.

5. Our rehabilitation efforts are focused on all categories of persons with disabilities, including intellectual, developmental, and mental disabilities. In this regard, we have established two statutory bodies to implement our schemes. 

6. We also aim to enable them to excel in all aspects of life, including sports, by encouraging their participation at the national and international levels.

7. It is noteworthy to mention that our national system provides reservation in government educational institutions and in government jobs for persons with disabilities.

8. We note with appreciation that OHCHR’s Report on “good practices of support systems enabling community inclusion of persons with disabilities” recognizes India’s Sahyogi Scheme, which establishes Care Associate Cells to train caregivers to provide a support system for persons with disabilities and to their families. 

9. We remain committed to further enhancing and expanding our efforts in improving the lives of persons with disabilities.
