Statement by India at the Universal Periodic Review (UPR) Working Group 30th Session (7-18 May 2018) : 3rd UPR of Turkmenistan  – Interactive Dialogue,  delivered by Ambassador Sh. Rajiv K. Chander, Permanent Representative of India. [Geneva, 7 May 2018]

Mr. President,

1. India welcomes and thanks the delegation of Turkmenistan for the presentation of their National Report.

2. We appreciate the various measures taken by Turkmenistan for promotion and protection of human rights. We note that the National Action Plans on Gender Equality and Human Rights as well as National Action Plan against Trafficking in Persons and establishment of the institution of the Commissioner for Human Rights are important initiatives in this regard. The National Action Plan on Gender Equality and the adoption of the State Guarantees for Equal Rights for Women Act granting equal rights and opportunities for women in all spheres are noteworthy measures.

3. It is encouraging that the rights to social security are guaranteed for persons with disabilities by the Constitution of Turkmenistan and the Social Protection Code enforces these rights. The various programmes by Turkmenistan with a special target to improve social and economic conditions are notable initiatives.

4. India would like to recommend that Turkmenistan should continue to strengthen the institution of the Commissioner for Human Rights.

5. We wish the delegation of Turkmenistan all success.
