Statement by India at the UPR of Cambodia

UPR OF CAMBODIA – INTERACTIVE DIALOGUE

INTERVENTION BY INDIA

 

Mr. Vice President,

1. India warmly welcomes the delegation of Cambodia led by H.E. Mr. MakSambath, Vice Chair of the National Committee of Human Rights and thanks it for the presentation of its national report.We are also encouraged by Cambodia’s engagement at the highest level with the human rights mechanisms including with the Special Rapporteur on the situation of human rights in Cambodia. 

 

2.We commend Cambodia,during whose Chairpersonship, the ASEAN Human Rights Declaration was finalised. We take positive note of the establishment of the nationalHuman Rights Protection and Handling Committee and Human Rights Committee. We recommend that Cambodia considers the establishment of a National Human Rights Institution in line with the Paris Principles.

 

3.We take positive note of the efforts to reform the legal system and hope that Cambodia will take necessary steps to continue to improve the impartiality of courts essential for strengthening the rule of law.  We recommend that Cambodia considerstaking necessary measures to further improve prison conditions.

 

4.We commend Cambodia for its achievements of the five Millennium Development Goal (MDG) targets before the 2015 deadline in the area of promoting gender equality and empowering women, reducing child mortality, improving maternal health, combating HIV/AIDS, malaria and other diseases and developing a global partnership for development.We note with appreciation the positive measures taken by the government to provide access to health, education and social justice to its citizens.

 

5.Finally, we wish Cambodia all success in its endeavour to ensure the realization of human rights for all its citizens.
