Statement by delegate of India on Agenda item concerning alleged complaint under Article 26 of  ILO regarding violations by Bahrain of its obligations under Convention 111 on Discrimination (Employment and Occupation)

 

 

1.       We thank the Delegation of the Kingdom of Bahrain for the comprehensive information that they have provided relating to  the discussions concerning  obligations of Bahrain under Convention 111 on Discrimination (Employment and Occupation).

 

2.       We have noted that pursuant to the developments after the recent events in Bahrain in February/March 2011, the Kingdom of Bahrain has initiated a number of measures to address the consequences of the actions undertaken then including hosting a visit of a high level ILO delegation in February 2012.  We have also noted the establishment and implementation of the Tripartite Agreement entered into by the Government, the Workers and the Employers towards a positive outcome.  We are also encouraged by the progress made by the Kingdom of Bahrain in implementing the recommendations of the  Bahrain Independent Commission of Inquiry.    

 

3.       The Government of India is of the view that all countries should respect the rights of workers and encourage a climate of trust and constructive consultations in order to address them. We are encouraged that the Kingdom of Bahrain has fostered a climate of trust and fairness while dealing with the issues arising out of Convention 111.

 

4.       In view of the substantial progress and continued dedicated efforts by the Kingdom of Bahrain including implementing the recommendations made by the  Bahrain Independent Commission of Inquiry, our delegation considers the proposal of establishing the ILO Commission of Enquiry under Article 26 of ILO as duplicating the efforts already underway in the internal processes of the Kingdom of Bahrain and would, therefore, not be supporting the proposal.
