Statement by India at the 3rd session of Committee on WIPO Standards (CWS) delivered by Smt. Alpana Dubey, First Secretary (Economic) on 15 April 2013)

Mr. Chairman,

 

 I would like to congratulate you on your election as the Chairman of this committee. I would also congratulate the two Vice Chairs on their election. Under your leadership, we are confident that the meeting will be productive and this session would be able to resolve the other pending issues with consensus and the committee would be able to make positive contributions in fulfilling its mandate as given by the WIPO General Assembly at its 38th session in 2009 and 40th session in 2011.

 

We would like to express its gratitude to the Chair of WIPO General Assembly for facilitation of the informal consultations to reach an understanding on the coordination mechanism, the mainstreaming of the Development Agenda recommendations and expression thereof in the special rules of procedure.

 

We would also like to thank WIPO Secretariat for the preparation of documents for this meeting and its continuous support to a number of informal meetings held in past including the core group consultations. We also thank the International Bureau of the Secretariat for preparing the Report on the provision of technical advice and assistance for capacity building to IP Offices contained in agenda item 14.

 

We are committed to the smooth functioning of the work of this session on the technical issues and have agreed to the timetable for a parallel meeting of informal consultation to discuss the issue of special rules of procedure as proposal by CEBES Group. It would be to the advantage for all the technical experts present here in this session, especially from the developing countries and the Least Developed Countries. Technical assistance and capacity building is very important for the developing countries, in the context of the core mandate of this Committee revision and development of WIPO standards relating to intellectual property information. 

 

We have been fully engaged in the informal consultations held in past on the pending issues. We welcome the time table and agenda for the informal meetings during this session and assure you Mr. Chairman of our full support during these meetings in order to arrive at a consensus solution for all the pending issues.    We look forward to play a constructive role in the discussions of this committee.
