Joint Statement under Agenda Item No. 10, general debate by Like Minded Group of Countries, delivered by Ms. Anupama Singh, First Secretary, Permanent Mission of India, Geneva

Statement on behalf of LMG by India at the 58th Session HRC- 1 April 2025

Mr. President,

This joint statement, is being delivered on behalf of a Like-Minded Group of countries, the list of which will be made available on extranet.

We reiterate our continued support to the dedicated agenda item on technical assistance and capacity building.

We emphasize that technical assistance to Member States must be based on their explicit request and aligned with national priorities, as mandated by the Council's founding resolution, its institution-building package, and the Vienna Declaration and Programme of Action. We urge the Council and its mechanisms to prioritize assisting States in developing institutions, capacities, and skills for individuals, stakeholders, and communities, fostering positive change at the grassroots level.

Our group stresses the importance of focusing on implementing accepted Universal Periodic Review recommendations when providing technical assistance and capacity building. We believe that synergy between the country concerned and OHCHR efforts will create meaningful impact and build trust with international institutions.

We underscore the need to maintain the integrity of this agenda item, preventing its misuse or politicization. The international community must respect the State's primary role in decision-making and in promoting and protecting human rights and fundamental freedoms. We would also like to emphasize that discussions under this item should be based on genuine dialogue, consultation and consensus-building, with due respect for principles of non-interference in internal affairs of States and their national sovereignty, and without politicization

Our group stands ready to foster constructive cooperation in advancing human rights promotion and protection globally.
