Statement by India on Agenda Item 10: General Debate on Technical assistance and capacity-building at the 58th session of the Human Rights Council (24 Feb-4 April 2025) delivered by Mr. Kshitij Tyagi, Counsellor, Geneva, 2 April 2025

Mr. Vice President

My delegation wishes to express our continued commitment to this agenda item.

We believe that support for technical assistance and capacity building should be extended upon the request of the country concerned and must be consistent with each country's own development goals. Technical assistance should be utilized in building local institutions and developing practical competencies that create meaningful changes at the community level.

We see value in undertaking technical assistance and capacity building in areas identified by the concerned country in their accepted Universal Periodic Review suggestions, resulting in concrete outcomes through collaborative engagement between the country concerned and the OHCHR.

We consider it essential to preserve the fundamental purpose of this agenda, avoiding political manipulation while honouring national sovereignty in addressing human rights concerns.

India has continued to support OHCHR and the mandate under this agenda item through regular extra-budgetary financial contributions to the relevant UN Trust Funds.

We reiterate our support for nurturing cooperative partnerships that serve mutual interests in advancing human rights through targeted technical assistance and capacity-building programs.

Thank you.
