General Comments by India before the vote on consideration of the resolution “Terrorism and human rights” (L.3) at the 57th Session of the Human Rights Council (9 September - 11 October 2024) delivered by Ms. Anupama Singh, First Secretary, Permanent Mission of India, Geneva, 10 October 2024

Mr. President,

1. My delegation reiterates its strong support to the core group for presenting this resolution on Terrorism and Human Rights.

2. Terrorism seriously impairs the enjoyment of all human rights, especially the right to life. And by attacking freedoms of expression and association, it instils fear in the minds of people. It not only undermines democracy and jeopardizes the rule of law, but also poses a serious threat to economic and social development.

3. Acts of terrorism not only violate the rights of individual victims, but they also deeply impact the enjoyment of human rights by the families of the victims and society as a whole. Women and children are particularly vulnerable. It is, therefore, absolutely essential to root out terrorism in all its forms and manifestations, and to protect the human rights of victims, their families, and societies. It is critical that the sanctioning of global terrorists and terrorist organisations by the United Nations is not obstructed for political reasons.

Mr. President,

4.India has suffered from the menace of terrorism, especially cross-border terrorism, for decades. We will continue to counter this threat with resolve and firm determination. We will also continue to work towards improving our legislative and national systems, as well as contribute to global efforts, to support the rights and needs of the victims of terrorism.
