Statement by India at the 48th Session of Universal Periodic Review (UPR) Working Group: 4th UPR of Kazakhstan delivered by Ms. Anupama Singh, First Secretary, Permanent Mission of India, Geneva, 23 January 2025

Mr. President

India warmly welcomes the distinguished delegation of Kazakhstan and thanks it for presenting its National Report.

2. The report provides a holistic overview of developments in the human rights situation in Kazakhstan including follow-up action on recommendations in the third review.

3. India welcomes the constitutional Court Act and the Commissioner for Human Rights Act, which were adopted in 2022 with the objective of implementing the Paris Principles and enhancing the protection of citizens’ rights.

4. We also welcome the electoral laws adopted in 2022, establishing a 30% quota for women, young people and persons with disabilities in the allocation of seats in the Majlis. We view that such measures would go a long way in the promotion and protection of socio-economic rights of vulnerable groups.

5. In the spirit of constructive dialogue, India recommends the following to Kazakhstan:

(i) Continue to strengthen the legislative framework and policies on gender equality especially in context of women’s access to economic, social and cultural rights.

(ii)Consolidate the progress made towards reaching the Sustainable Development Goals (SDGs) and in the improvement of human development indicators.

We wish Kazakhstan a successful review.
