Statement by India under Agenda Item 3: Interactive dialogue with the Special Rapporteur on the Human Rights of Migrants at the 56th Session of Human Rights Council (18 June – 12 July 2024) delivered by Mr. Kshitij Tyagi, First Secretary, Permanent Mission of India, Geneva, 25 June 2024

Mr. Vice President,

  1. We thank the Special Rapporteur for the presentation of his report and take note of the conclusions and recommendations.

  2.   India accords high priority to ensuring safe, orderly and regular migration. We recognise that it is equally important to address the root causes of irregular migration.

  3.   Global Compact for Migration (GCM) is an important initiative that provides a holistic approach to establishing sustainable migration governance across the globe

Mr. Vice President,

  1.   Our diaspora across the world is one of the largest at around 32 million. The key pillars of our migration policy are safe, secure and skilled migration. We have developed the eMigrate digital platform in 2014, as a single window to promote fair and ethical recruitment, connecting foreign employers, recruitment agents and facilitating pre departure orientation training, insurance as well as providing an e-locker for the safekeeping of all relevant travel documents.

  2.     We believe that closer international cooperation can only help manage irregular migration and address genuine socio-political or security concerns. While humane treatment of irregular migrants is absolutely essential, we must also enhance cooperation to combat smuggling and trafficking in persons, reduce irregular migration and open new avenues for safe, orderly and regular migration.

Thank you.
