Mr. Vice President,

            We thank the Secretary General for his analytical study and note the recommendations made therein.

  1. The Study aptly highlights the disproportionate loss and damage faced by the vulnerable sections of society and countries of the Global South. It also emphasizes the need for equity based approaches, loss and damage finance, and climate justice. The Council and its mechanisms must continue to highlight the adverse impact of climate change on human rights while striking a balance and avoiding duplication of efforts underway under specialized mechanisms such as the UNFCCC and its Paris Agreement. The core principles of Equity, Climate Justice, and Common But Differentiated Responsibility and Respective Capabilities must be kept in view while discussing strategies to address this key global challenge, as also mentioned in the Study. This is of utmost importance, for mobilizing finance and making the latest technologies available to developing countries to overcome this challenge.

  2. India has been at the forefront of supporting action-oriented steps at the global level in response to climate change, with initiatives such as International Solar Alliance (ISA), Coalition for Disaster Resilient Infrastructure (CDRI), LeadIT, Infrastructure for Resilient Island States (IRIS) and the Global Biofuel Alliance. As the world tracks the progress on climate mitigation and raises ambitions on climate action, greater loss and damage finance, technology development and transfer are the need of the hour.
