Statement by India under Agenda Item 2: Interactive Dialogue following presentation of report by the Special rapporteur on the situation of human rights in Afghanistan during the 55th Session of the Human Rights Council (26 February – 5 April 2024) delivered by Mr. Gaurav Kumar Thakur, Counsellor

Thank you Mr. Vice President,

1.  We take note of the report presented by Special Rapporteur on the situation of human rights in Afghanistan.

2.  As a contiguous neighbour to Afghanistan, a long-standing development partner and friend of Afghan people, we have an abiding stake in return of peace and stability in Afghanistan. Our common and immediate priorities include providing humanitarian assistance; formation of an inclusive and representative government structure; combating terrorism and drug trafficking; and preserving the rights of women, children, and minorities.

3.  The current humanitarian situation in Afghanistan is worrisome and has been compounded by natural disasters such as the earthquake of October 2023 and the return of millions of Afghan refugees.

4.  In view of the deteriorating humanitarian situation and in our endeavor to assist our Afghan brethren during these difficult times, India has delivered humanitarian assistance to Afghanistan consisting of foodgrains, medicines, winter clothing and humanitarian kits. We have also continued our educational scholarships for the Afghan students. As Afghanistan’s largest regional development partner, we continue to partner with various UN agencies, including UNWFP and UNODC in their humanitarian efforts.

5.  In conclusion, Mr. Vice President, we reaffirm our unwavering commitment for the welfare of the people of Afghanistan. We will continue to be closely and actively involved in support of the Afghan people.
