Thank you Ambassador,

            India accords high priority to safe, orderly, legal and humane migration. We acknowledge that migration directly impacts sustainability in environmental, social, and economic dimensions, and that it is vital that sustainable development policies incorporate migration. We also recognize that it is equally important to address the root causes of irregular migration.

  1. 2. As a country with one of the largest diaspora worldwide of more than 32 million, India has been at the forefront in bringing together all stakeholders and addressing migration related issues. Recognising the importance of Indian migrants abroad, the Government has devised key mechanisms for their empowerment and social protection, while putting in place platforms for data-informed migration policies to create regular pathways and minimise adverse drivers of migration.

  2. 3. Migration is as old as human history. Both Multilateral cooperation and bilateral partnerships are essential for organizing and promoting regular migration at all levels as well as maximizing the development impact of migration and mobility. This includes GCM and other regional groupings such as the Abu Dhabi Dialogue and the Colombo Process under the IOM. India is also working to provide enabling frameworks through bilateral Migration and Mobility Partnership Agreements.

  3. 4.The rapid transformations in technology, economic restructuring, new industry and ageing societies have transformed the way labour markets are perceived across the world. In this environment, there is also a need to prioritize skilling and employability, identify global skill gaps, facilitate negotiations at industry sector levels as well as between countries for mutually beneficial outcomes and ensuring safety net in the form of social security portability and forthcoming assistance from origin country’s diplomatic missions and posts abroad to the migrants facing hardships, for a more meaningful migration and mobility.
