 We thank the Special Rapporteur for presenting his report and take note of his recommendations.

2.       Environmental pollution resulting from some climate change solutions and its impact on the enjoyment of human rights is concerning. 

3.       In India, significant measures have been taken to ensure sustainable mining. Clearance for mining is given only on the basis of the Environment Impact Assessment.

4.   India submitted its long-term low-carbon development strategy and the updated Nationally Determined Contribution to UNFCCC in 2022. We stand committed to reduce Emissions Intensity of the GDP by 45% by 2030, from 2005 level and achieve about 50% cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030.

5.       The Global Biofuel Alliance launched recently under India’s G20 Presidency is testament to our commitment to sustainability and clean energy.

6.     We agree that a circular economy is key to ensuring that goals concerning development and environmental protection are achieved simultaneously. Circular economy action plans for ten categories of wastes, including Lithium-ion batteries, E-waste, toxic and hazardous industrial waste and solar Panels are under implementation in India. Regulations on market based Extended Producer Responsibility principle have been notified for four categories of wastes.

7.       We request the Special Rapporteur to share his views on the centrality of the principles of equity and Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC) to a low-carbon and low-emissions future.
