Statement by India Under Item 3: Interactive dialogue with the Independent Expert on human rights and international solidarity at the 53 rd Session of the Human Rights Council (19 June - 14 July 2023) delivered by Mr. S.Senthil Kumar, First Secretary, Permanent Mission of India, Geneva, Wednesday 28 June 2023

Mr. President,

1. We appreciate the efforts of the Independent Expert in advancing the concept and principles of International Solidarity, including through the revised draft declaration on the right to international solidarity.

2. At this time of grave global challenges impacting the enjoyment of human rights and causing setbacks to the realisation of SDGs, it is important for all States to recommit themselves to the principles of international solidarity, shared responsibilities, and fulfilment of individual commitments.

3. Grounded in India’s civilizational philosophy of Vasudhaiva Kutumbakam or “World is One Family”, we believe in a spirit of international cooperation without conditionalities and based on mutual respect and the principles of the UN Charter.

4. India’s commitment to the spirit of South-South Cooperation is reflected in our collaborative partnerships and international developmental assistance, which spans the globe, does not create unjustified indebtedness, and is without undue conditionalities. During the Covid pandemic, we supplied over 290 million
vaccines to 99 countries and two UN entities, and medicines to over 150 countries. We have taken a lead in forging global coalitions such as International Solar Alliance and Coalition for Disaster Resilient infrastructure to address climate challenges.

Mr. President,

5. We thank the Independent Expert for his work and express our full support to him and his mandate.

I thank you.
