Statement by India at the Presentation of the UN Human Rights Report 2022 by the High Commissioner for Human Rights

Excellency, High Commissioner Turk,

The Indian delegation thanks you for presentation of OHCHR’s 2022 Annual Report. We commend the work done by your Office during the past year and welcome its vision to advance towards a global consensus on human rights. We commend you and your office for the various initiatives to celebrate the 75th Anniversary of UDHR and the 30th Anniversary of VDPA with a view to underline the universality of human rights.

2. We take positive note of the OHCHR Management Plan 2018-21, which was extended until 2023, especially its focus on women, youth and persons with disabilities. We welcome OHCHR’s focus on the achievement of the 2030 Agenda for Sustainable Development and the principle of Leaving No One Behind. We are of the view that the provision of technical assistance and capacity building, in consultation with and with the consent of the concerned State, should be
prioritized by the Office for improvement of the human rights situation on the ground.

3. We note that there was a small increase of 3.5% in the regular budget allocations to the Office in 2022 vis-à-vis 2021. India made a voluntary contribution of USD 400,000 to OHCHR in 2022, including to the Voluntary Fund for Victims of Torture, the Voluntary Fund for Technical Cooperation, the Voluntary Fund for Participation of LDCs and SIDS and the Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review.
We hope to continue to support the activities of OHCHR with a similar contribution this year as well.
