Report by the Government of Bangladesh on progress made on the implementation of the road map taken to address all outstanding issues mentioned in the article 26 complaint concerning alleged non-observance of Conventions Nos 81, 87 and 98

 

Madam Chair,

   We thank the Office for the background document on this agenda item and take note, with appreciation,  of the efforts made by the Government of Bangladesh in the implementation of the roadmap in consultation with its social partners, trade unions and the ILO offices in Dhaka and Geneva. 

2. India appreciates and supports the steps taken by the Government of Bangladesh in the direction of improving the overall labour conditions in the country, as an integral part of their developmental plans;

3. It is encouraging to learn that simultaneous facilitation of online and offline registration of trade unions has contributed to a significant increase in the number of trade union registrations and the work on the amendment of respective Labour Acts is progressing well;

4. India notes with appreciation that Government of Bangladesh has set up additional labour courts and recruited Judges and Labour Inspectors to address backlog of cases, in addition to maintaining round the clock Helplines for both Export Processing Zones (EPZ) as well as non-EPZ areas;

5. India is happy to learn that the progress in labour law reform is advancing well; Bangladesh has adopted both Labour Rules and Export Processing Zones Rules and issued Gazette Notifications in this regard;

6. India believes that the international community and the ILO should support and encourage the efforts of the Government of Bangladesh in bringing about multifarious reforms in the labour sector;

7. We believe that the commitment demonstrated by the Government of Bangladesh in the implementation of the road map to address all outstanding issues mentioned in article 26 and the constructive and lasting steps taken in that direction, merits special appreciation and consideration of its request in the direction of closure of the case.

8. India wishes the Government of Bangladesh all success in its endeavours.
