Madam. Chair,

India is pleased to see you once again steering the work of this Committee and assure you of its full support. We thank DDGKlieband the Secretariat for the excellent preparations for this Meeting.

India aligns itself with the statement delivered by Indonesia on behalf of the Asia and the Pacific Group.

Madam Chair,

This year we are marking the 15th year anniversary of the adoption of the Development Agenda, which presents an opportunity for the Committee to reflect on our achievements, lessons learnt and setting priorities for the future. These past 15years have seen a rich articulation of the need for IP to have a sharper developmental orientation. Each and every SDG is fully relevant to the scope of WIPO’s activities. Innovation, creativity and IP are now more central to collectively facing complex global challenges.

The Committee’s work must be reoriented to tackle our present day challenges. Two particular global challenges need our attention: the need to foster broad-based pandemic response and economic recovery, and the need for the world to transition to an environmentally sustainable track. In both of these areas, technology, innovation and creativity – and IP – will play an important role. The government of India has given strategic thrust to hi-tech research and innovation with the call to action of “Jai Anusandhan”, to foster research, innovation, entrepreneurship from the grassroots up, supported by a balanced and robust IP system.

Going forward, WIPO’s Development Agenda should put IP more broadly as a powerful tool for meeting these challenges that we collectively face, for growth and development, to benefit everyone, everywhere.

Madam Chair,

Turning to the agenda of this session of the Committee, India welcomes the African Group proposal an independent external review of WIPO technical assistance in the area of cooperation for development to measure its effectiveness and impact in beneficiary countries. We also look forward to the discussion on case studies on Intellectual Property management by small and medium sized enterprises that highlight the use of IP to add value to products, support business growth, create employment and promote economic development from the ground up.

Madam Chair,

The discussion on transfer of technology in this Committee is very important. The issue remains under discussion without much headway. Hence there is a need to discuss this subject with an action-oriented approach in the Committee.

Madam Chair,

India is committed to working constructively with WIPO and member states in the fulfilment of the Development Agenda.
