Mr. President,

At the outset, we thank the Deputy Secretary-General, the Deputy High Commissioner for Human Rights and the panellists for their insightful remarks. 

India attaches great importance to the Universal Periodic Review (UPR) as a mechanism of the Human Rights Council for the global promotion and protection of human rights. We believe that capacity building and technical assistance undertaken alongside the review process, in consultation with and with the consent of the concerned State, help countries meet their human rights obligations and commitments. Such initiatives should focus on the recommendations accepted by the concerned State in order to improve the human rights situation on the ground. In this context, we appreciate the support provided by the Voluntary Funds for Participation in the UPR and for Financial and Technical Assistance in the Implementation of the UPR to developing countries, especially the Least Developed Countries (LDCs) and the Small Island Developing States (SIDS).

In a world that is still reeling from the lasting impact of the COVID-19 pandemic, ongoing conflicts and the ensuing multiple crises have further exacerbated the divide between the Global North and the Global South. We have suffered serious setbacks to the progress made for the enjoyment of human rights by our people and the achievement of sustainable development goals.

Therefore, we are of the view that the work done by the Voluntary Funds is of great significance. We have been contributing to the Voluntary Fund for Financial and Technical Assistance in the Implementation of the UPR. For this reason, we also co-sponsored resolution 51/30 that seeks, among others, to strengthen the implementation of the mandates of the two Voluntary Funds.

India remains committed to extending our support to the activities of the two Voluntary Funds.
