Statement by India at the Presentation of the UN Human Rights Report 2021 by the High Commissioner for Human Rights delivered by Ms. Seema Pujani, First Secretary

Madam High Commissioner,

My delegation thanks you for the presentation of the OHCHR’s Annual Report for 2021. We commend the work done by your Office during extremely challenging times this past year as the world continued to grapple with the impact of the COVID-19 pandemic. We appreciate the proactive guidance offered by the Office, including its COVID-19 Strategy 2021-2022.

2. We take positive note of the OHCHR Management Plan 2018-21 that was extended until 2023, especially its focus on women, youth and persons with disabilities. We welcome theSurge Initiative’s efforts that drew attention to important issues pertaining to the realisation of economic, social and cultural rights and sustainable development goals, especially with a view to building back better. We are of the view that the provision oftechnical assistance and capacity building, in consultation with and with the consent of the concerned State, should be prioritised across the work of the Office for improvement of human rights situation on the ground.

3. It is encouraging to note that there was an increase of 13% in the regular budget allocations to the Office in 2021 vis-à-vis 2020. India made a voluntary contribution of USD 400,000 to OHCHR in 2021, including to theVoluntary Fund for Victims of Torture, Voluntary Fund for Technical Cooperation, Voluntary Fund for Participation of LDCs and SIDS and Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review. We would continue to support the activities of OHCHR with a similar contribution this year as well.

5. India remains committed to workingtogether with fellow Member States of the Council to achieve consensusas well as to constructive engagement with your Office for the global promotion and protection of human rights.
