Mr. President,

We thank the High Commissioner for her presentation on technical cooperation and capacity-building for the promotion and protection of human rights. We would like to reiterate our strong support to the OHCHR for its commitment and active cooperation in extending various forms of technical assistance and cooperation in order to achieve full realization of human rights.

Mr. President,

We believe that the Council should prioritize technical assistance and capacity building, in consultation with, and with the consent of, the concerned States for the improvement of human rights situation on the ground. An approach informed by genuine dialogue, consultation and consensus-building must be followed with due respect for principles of non-interference in internal affairs of States and their national sovereignty. The primacy of State’s role and participation should be fully respected in the process.

Mr. President,

We welcome the increase in contributions to the fund in 2021 and underscore the importance of ensuring sustainability and predictability of resources. We encourage States and other donors to contribute to voluntary fund so that the increasing requests for technical assistance can be met as a matter of priority.

Mr. President,

We call upon all Member States to give priority to Agenda Item 10 while preserving its sanctity and intended purpose, so as to have a real and meaningful impact on the improvement of human rights on the ground.
