Mr. Vice-President,

We thank the High Commissioner for Human Rights for her report and take note of its conclusions and recommendations.

India strongly believes that the Council should provide greater technical assistance and capacity building, in consultation with, and with the consent of the concerned States, to supplement their national efforts for the improvement of human rights situation on the ground. We are of the view that the sanctity of agenda item 10 should be maintained, and its politicization should be avoided. For this reason, we had co-sponsored the resolution 45/33 which was supported by the Philippines.   

We appreciate the commitment of the Government of the Philippines towards the promotion and protection of human rights and its constructive cooperation with the UN human rights mechanisms and the OHCHR. We take positive note that over the last two years, the Philippines has submitted reports to the Committee on Economic, Social and Cultural Rights, the Committee on the Elimination of All Forms of Discrimination Against Women and the Committee on the Elimination of Racial Discrimination.

The Philippines-UN Joint Program on Human Rights exemplifies a fruitful partnership between the UN and States for furthering the human rights agenda. We hope that the sincere efforts on the part of the Government of the Philippines and the concerned UN agencies continue to achieve progress and lead to the desired impact on the ground.
