Statement by India under Item 4: Interactive dialogue with the Special Rapporteur on the
situation of human rights in Myanmar (oral progress report)
at the 51st Session of Human Rights Council (12 September - 7 October 2022) delivered by Mr. Pawankumar Badhe, First Secretary, Permanent Mission of India, Geneva (21 September 2022)

Madam Vice President,

India thanks the Special Rapporteur for his update. For a country that shares a long land and maritime border with Myanmar, the ongoing situation continues to be a matter of concern. Instability in Myanmar has direct implications for India. The worsening humanitarian situation and incidents of violence have led to influx of thousands of persons into our North Eastern States. Restoration of peace and stability in Myanmar is of utmost importance to us.

Madam Vice President,
2. As a long-standing friend of the people of Myanmar, we have continued our developmental and humanitarian assistance, including in the Rakhine state. We will continue with these efforts in the interest of the people of Myanmar.

3. India remains committed to strengthening democratic process in Myanmar. We have worked with various stakeholders to develop capacities in areas of democratic systems and practices. We have renewed these efforts, including in building capacities in areas of constitutionalism and federalism.

4. We have repeatedly said that peaceful dialogue and reconciliation involving all stakeholders is the only way forward. In this regard, we reaffirm our strong support to the ASEAN initiative. We have also noted the recent visit of UNSG’s Special Envoy to Myanmar.

5. As regards the issue of the repatriation of displaced persons from Rakhine state, as a neighboring country to both Bangladesh and Myanmar, we have high stakes in resolving this issue. It is important to ensure that our ongoing efforts towards the safe, speedy and sustainable repatriation of the displaced persons currently in Bangladesh to Rakhine State are expedited. We will continue to support the efforts of Government of Bangladesh in this regard.

I thank you. Madam Vice President.
