Mr. President,

We thank the Special Rapporteur for the presentation of his report and take note of the conclusions and recommendations.

  1. India accords top priority to ensuring safe, orderly, legal and humane migration. We recognise that it is equally important to address the root causes of irregular migration.
  1. Global Compact for Migration is an important initiative that provides a holistic approach to establishing sustainable migration governance across the globe. Our national priorities are in consonance with the vision to accelerate progress in achieving GCM’s objectives and to achieve the target 10.7 of the Sustainable Development Goals to facilitate orderly, safe, and responsible migration and mobility of people, including through implementation of planned and well-managed migration policies. We also recognise the importance of portability of social security benefits to them.
  1. Our diaspora across the world is one of the largest at around 32 million. The key pillars of our migration policy are safe, secure and skilled migration. We have developed the eMigrate digital platform in 2014, as a single window to promote fair and ethical recruitment, connecting foreign employers, recruitment agents and facilitating pre departure orientation training, insurance as well as providing an e-locker for the safekeeping of all relevant travel documents.
  1. Migration can only be managed collectively. Multilateral understanding is necessary and bilateral partnerships are essential. GCM and regional groupings such as the Abu Dhabi Dialogue and Colombo Process play an important role, not only to disseminate awareness but also in identifying and sharing of best practices.
