Statement by India under Agenda Item 3: Interactive dialogue with the Independent Expert on human rights and international solidarity, during the 47th Session of Human Rights Council (21 June – 15 July 2021) delivered by Mr. S. Senthil Kumar, First Secretary, Permanent Mission of India, (Geneva, 24 June 2021)

Thank you, Madam President,

My delegation thanks the Independent Expert for his presentation of the report. We have taken note of the conclusions and recommendations.

2. We believe that goal of global solidarity and cooperation are fundamental to realize the human rights of all, including in the context of COVID-19 pandemic. International cooperation in public health emergencies is imperative and binding on the States under the International Health Regulations.

3. India has been at the forefront of the global fight against COVID-19. We have provided COVID-19 tools, including vaccines, pharmaceuticals and medical equipment to more than 150 countries. Reflecting the same spirit, a number of countries have come forward to assist us during the recent severe wave of COVID-19 pandemic in India.

4. We support the Independent Expert’s recommendation on relaxation in the norms of the TRIPS agreement to ensure quick and affordable access to vaccines and medicines for developing countries. India and South Africa’s joint proposal on TRIPS waiver will be an important step for enabling the rapid scaling up of production and timely, global availability of affordable COVID-19 vaccines and essential medical products.

5. India has also been working actively with GAVI, WHO and ACT Accelerator.

Madam President,

6. We need to collectively work towards supporting initiatives that ensure speedy, and equitable distribution of vaccines and therapeutics to the most disadvantaged and vulnerable populations. Affordability, accessibility, and logistical issues should not become a hindrance in our fight against one of the biggest challenges facing the humanity.

I thank you.
