General comments by India on consideration of the Resolution on

Fifteenth anniversary of the responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity,

as enshrined in the 2005 World Summit Outcome during the 44th Session

of the Human Rights Council (30 June – 21 July 2020) delivered by

Mr. Puneet Agrawal, Ambassador & Deputy Permanent Representative of India

Madam President,

It is evident that the General Assembly and other relevant UN bodies are deliberating upon the concept of the responsibility to protect and on bridging the gap on legal and sensitive political principles. It has been clear that there has been no consensus so far on this issue. Such considerations require open, inclusive and transparent discussions among all UN Members.

Madam President,

2. We are of the view that when deliberations on this concept are undergoing in the relevant UN bodies, the Human Rights Council should not step into the domain which does not belong to it. Its neither the right UN Forum nor is the appropriate time for selectively bringing out some elements from the 2005 World Summit Outcome.
