146th WHO EB Agenda Item 14: Global strategy and plan of action on public health, innovation and intellectual property – Delivered by Dr. Sadre Alam, First Secretary

Thank you Mr. Chair,

We broadly agree with the Report of the Director General on the Global strategy and plan of action on public health, innovation and intellectual property (GSPOA).

We value WHO’s work in proactively promoting and prioritizing research and development needs, building and strengthening research capacities, promoting research and development, transfer of technology, sustainable financing mechanism and managing intellectual property flexibly to contribute to innovation and public health.

The Global strategy and plan of action needs to be effectively implemented by the WHO and its Member States together with all relevant stakeholders taking into account the recommendations of the review panel and fully consistent with it. Progress made in this regard needs to be measured and reported on.

We urge the WHO secretariat to present in its report on the implementation of the GSPOA its efforts to explore the issue of transfer of health technologies to LDCs by developed countries under TRIPS Agreement and the expected timeframe for establishment of the Expert Committee on Health R&D inter alia. Further, we request the Secretariat to provide implementation status of the Consultative Expert Working group (CEWG) recommendation of undertaking negotiations for a binding international treaty on R&D.
