146th WHO EB Agenda Item: 15.3: Influenza Preparedness – Delivered by Dr. Sadre Alam, First Secretary

Thank you Mr. Chair,

We thank the Secretariat for the background document on this agenda item providing a progress report on the implementation of the Global Influenza Strategy 2019-2030, in strengthening influenza preparedness and on the action points arising from WHA72/12.

We have been working towards achieving the objectives of the Global Influenza Strategy which support the achievement of two high-level outcomes. A two day workshop of all stakeholders and experts to review and update the Pandemic Influenza Preparedness plan 2009 for India was held in December 2019. The need to follow the provisions of Nagoya Protocol by all member States and relevant stakeholders was impressed upon during the workshop.

Mr. Chair,

We urge the WHO and its member states to ensure that sharing of samples and sequence data is balanced with benefit-sharing on an equal footing in keeping with the mandate of the PIP framework. While we are willing to cooperate with WHO for sharing influenza viruses, we wish to emphasise thatconcerns around the sharing of genetic sequence data and benefits need to be promptly addressed. In order to ensure the sustainability of PIP Framework, it should cater to the interest of Member States & all major stakeholders.

We areof the view that a transparent process needs to be followed to evaluate the countries for continuation of funding. Developing countries like India should have priority in receiving influenza vaccines and technological support for manufacturing of influenza vaccine in view of the high disease burden. Further, ccollaborations between countries should be strengthened for efficient utilization of laboratory services and other capacities.

Thank you.
