Statement by India under Adoption of the Working Group on the Universal Periodic Review of Bhutan in the 42nd Session of the Human Rights Council (09-27 September 2019), delivered by Ms Mini Devi Kumam, First Secretary, Permanent Mission of India, (Geneva, 20 September 2019)

Mr. President,

India warmly welcomes the delegation of Bhutan for the adoption of the report of the Working Group on its UPR undertaken on 10th May 2019.

2. The review saw participation of 94 delegations taking the floor and making 220 recommendations. India notes that as many as 157 recommendations have been accepted by Bhutan including recommendations made by India. India appreciates construction and open engagement by Bhutan during the review process.

3. India appreciates Bhutan’s cooperation with the international human rights mechanisms and further efforts to increase the efficiency of monitoring and reporting for the United Nations human rights mechanisms. Despite resource constraints, limited institutional capacity, Bhutan has made progress in all socio-economic sectors such as poverty reduction, education, health, social infrastructure as well as agriculture sector. We commend Bhutan’s commitments and activities undertaken to global agreements on environment and climate change.

4. While recommending the adoption of the report on its UPR, we warmly congratulate Bhutan for its successful review. We also wish Bhutan all success in implementing the accepted recommendations.
