Statement by India under Agenda Item 2 : Interactive Dialogue
with the fact finding Mission on Myanmar in the
42nd Session of the Human Rights Council (09-27 September 2019),
delivered by Ms. Mini Devi Kumam, First Secretary,
Permanent Mission of India, (Geneva, 17th September 2019)
Madam Vice President,
We note all the reports presented by the FFM on Myanmar including the one under discussion.
2. Our position has been very clear that the international community should engage more constructively to support reforms that are taking place in Myanmar. The support and appreciation of the ongoing changes and reforms will encourage Myanmar to stay steadfast on its path of democratic reforms. A genuine attempt at rendering all necessary assistance to strengthen its democratic journey is essential. It has been our belief that an engagement-based effort to address the root causes of socio-economic conflicts in Myanmar is key to addressing all issues in Myanmar.
3. For an enduring peace process, encouraging cessation of all hostilities by all groups is necessary. It is also important to recognise Myanmar’s complexities which merit more nuanced treatment.
4. We have found that the reports of the FFM make extensive recommendations including constitutional, legislative and policy actions to be taken by Government of Myanmar. It is important to recognize limits to capacity in Myanmar’s system, bearing in mind its evolving democracy and developing institutional capacities.
5. For a constructive and fruitful engagement with Myanmar, efforts to implement the Annan Commission recommendations ought to be encouraged. The Independent Commission of Enquiry established by Myanmar should be engaged constructively. ICOE’s positive response to engage with UN human rights entities needs to be further encouraged.
6. Finally, we reiterate that building trust is key to address all problems.
