Statement by India at the Universal Periodic Review (UPR) Working Group 33rd Session (06-17 May 2019) : 3rd UPR of Qatar - Interactive Dialogue, delivered by Ms. Mini Devi Kumam, First Secretary, Permanent Mission of India [Geneva, 15 May 2019]

Statement by India

Mr. Vice President,

India welcomes the delegation of Qatar. India appreciates steps taken to promote the rights of women and children and measures taken to prevent human trafficking.

2. India welcomes various measures taken towards protection and promotion of the rights of migrant workers such as amendment to Wage Protection System, bringing Domestic-Sector Workers under a legal framework similar to other workers and the signing of technical cooperation agreement with ILO. India appreciates the recent initiative taken by Qatar in eight countries including India to set up Visa Centres aimed at rationalizing work visa procedures and helping protection of migrant workers from illegal exploitative practices.

3. India recommends the following to Qatar:

a) Continue ongoing measures for promotion and protection of the rights of migrant workers

b) Continue ongoing measures to bring the labour laws in Qatar aimed at ensuring application of the highest international standards

c) Continue measures for empowering women and girls and addressing gender-based discrimination

4. India wishes Qatar all success for its UPR.
