Opening Statement by India at the Sixth Session of Committee on WIPO Standards (CWS) delivered by Shri Vijay T. Doye, Assistant Controller of Patents & Designs, Patent Office, Mumbai at the World Intellectual Property Organization, Geneva on 15th October, 2018.

India would like to congratulate you on your election as the Chairman of this Committee on WIPO Standards for the second term. Under your leadership and guidance, we are confident that the meeting will be fruitful, productive and meaningful.

2. India would like to thank WIPO Secretariat for its outstanding efforts in preparing the various documents and making them available on time to the members for discussion. We hope that these documents will provide a good basis for deliberations in the next few days.

3. The Committee on WIPO Standards is a collaborative forum for discussing and reaching agreement on WIPO Standards, their revision and development, as well as on other matters relating to industrial property information and documentation. So far, it has made significant progress in adopting and revising WIPO Standards, which will contribute to the dissemination of IP information.

4. We believe that the latest technologies like Artificial Intelligence, Blockchain, IoT etc have immense potential and these technologies would be helpful in processing IP information in more better way. Recognizing the importance of these latest technologies, Indian Patent Office has invited Expression of Interest from the agencies having proven track record of execution of the similar work.

5. We also believe that awareness raising activities, technical assistance and capacity building are very important for the developing countries for implementing WIPO Standards to the maximum possible degree and we thank the Secretariat for preparing the Report on the provision of technical advice and assistance for capacity building to IP Offices in connection with the mandate of the CWS contained in agenda item 23.

6. We look forward for fruitful deliberations on the technical issues and ready to play a positive role in guiding the work of this committee.
