Statement by India at the Universal Periodic Review (UPR) Working Group 31st Session (5-16 November 2018) : 3rd UPR of Republic of Chad – Interactive Dialogue, delivered by Dr. A. Sudhakara Reddy, Counsellor[Geneva, 13 November 2018]

Mr. President,

     India thanks the delegation of the Republic of Chad for the presentation of its National Report.

  1. We appreciate the efforts to reform the National Human Rights Commission to ensure compliance with the Paris Principles and to guarantee functional independence and financial autonomy. 
  1. We welcome the initiative of National Development Plan 2017-2021 with the aim of achieving strategic priorities concerning human rights issues which include: improving education system and alleviation of poverty.
  1. We note the continued efforts of Chad to improve performance and resilience of the national health system which is aimed at reducing the maternal mortality and infant mortality ratio.
  1. We, however, recommend performance based and result oriented management in the health care system in order to attain the goal of eradication of poliomyelitis and to increase immunisation coverage. 
  1. Decline of gender based violence and discrimination against women in the country are noteworthy.  We recommend Chad to take steps to enact a law preventing and combating violence against women and children. 
  1. We wish the delegation of the Republic of Chad all success.
