Statement by India at the Universal Periodic Review (UPR) Working Group 27th Session (1-12 May 2017) on Incidents against African Students: 3rd UPR of India, delivered by Ambassador Virander Paul, Deputy Permanent Representative of India. [Geneva, 4 May 2017]

On the reference to African students in India, we would like to highlight that the recent incidents relating to members of the African community were not only very unfortunate, but also very painful. India’s historical relations with Africa rest on the foundation of brotherhood and solidarity and we will not let such incidents to deflect from our historical friendship and close development partnership with Africa.

2.Immediately after they learnt about these incidents, the concerned Indian authorities proactively reached out to the African diplomatic corps and the African student community. Minister of External Affairs personally monitored the situation and requested the Lieutenant Governor of Delhi to have the case investigated on a fast track basis. The Indian Home Minister has given instructions for police patrolling to be increased in areas where a sizeable African community resides.

3. We would request that all criminal acts should not be construed as racial attacks. India is the land of Gandhi and Buddha. History bears witness to our consistent struggle against racial discrimination. We can never have a racist mindset. Nevertheless, it is incumbent upon us to prevent such attacks and we are determined to do so.
