Statement by India at the Universal Periodic Review (UPR) Working Group 27th Session (1-12 May 2017) on Elderly: 3rd UPR of India. [Geneva, 4 May 2017]

I am addressing on the issue of elderly persons. Nearly 10% of the total population of our country is senior citizens. Our Constitution in Article 41 enjoins on the State to make effective provisions for securing the right to public assistance in cases of old age. Consistent with our commitment to the Madrid plan of Action, we have undertaken a number of legislative and policy measures to promote social, economic and emotional security for the elderly. India has adopted a multi-stake holder approach involving families, civil societies, communities and local bodies to enable elderly to lead a secure, dignified and productive life. The specific needs of elderly women and older persons living in rural areas is accorded priority in all relevant schemes and programmes.

2. Recently in 2017, Government has launched the Rastriya Vayoshri Yojana scheme for providing Physical Aids and Assisted-Living Devices for Senior Citizens. Moreover, the national Programme for the Health Care of Elderly and the National Old Age Pension Scheme has been further expanded.
