Statement by India at the Universal Periodic Review (UPR) Working Group 27th Session (1-12 May 2017) on Foreign Contribution (Regulation) Act (FCRA) : 3rd UPR of India. [Geneva, 4 May 2017]

   The Foreign Contribution (Regulation) Act has been enacted to regulate the acceptance and utilization of foreign contribution or foreign hospitality by certain individuals or associations or companies. This Act prohibits the acceptance and utilization of foreign contribution or foreign hospitality for any activities detrimental to national interest. Any association having a definite cultural, economic, educational, religious or social programme can receive foreign contribution either by registration or by seeking prior permission under the Act. The associations are required to work as per the provisions of Laws and Rules made thereunder. Any violation of the provisions of the Act is cognizable offence.

2. Civil Society Organizations and individuals working in different areas need to function in conformity and within the legal framework of the State.
