Statement by India at the 142nd Session of the Executive Board (EB) of the World Health Organization (22nd to 27th January 2018) on Agenda item 5.4: Evaluation: update and proposed workplan for 2018–2019, delivered by Sh. The delegation of India would like to appreciate the work of the Evaluation Office that continues to implement the framework for strengthening evaluation and organizational learning in WHO.

2. India believes that the evaluation process should be holistic and not just focus on the procedural aspects. Evaluation should include substantive elements, operative elements and a strict monitoring of the financial resources. The idea should be to propose ways for constructive correction in the processes and hence the evaluation process needs to be strengthened.

3. The delegation of India is of the opinion that the proposed workplan for 2018-2019 should factor in the principle of alignment so as to eventually pave way for the systematic implementation of the GPW from 2019-2023.

4. Harmonization of the various decentralized and centralized evaluations needs to be attained for better organizational learning and implementation.
