Statement by India at the 142nd Session of the Executive Board (EB) of the World Health Organization (22nd to 27th January 2018) on Agenda item 5.3: Evaluation of the election of the Director-General of the World Health Organization, delivered by Sh. The delegation of India intends to put on record its appreciation of the process of election of the Director General of the World Health Organization.

2. India compliments the efforts of the evaluation management group to solicit feedback on the election process from all stakeholders including non-state actors and other interested stakeholders through an open, web-based public survey.

3. India states that although the election process of the DG, WHO is fair and transparent, adherence to the code of conduct, is a must during the election process. This will ensure fairness.

4. India believes that adoption of secure electronic voting in future elections at the Health Assembly will accelerate the voting process as well as bring in more transparency.

5. India is one of the pioneer countries which has successfully conducted numerous elections at a very massive scale using electronic voting system. India is willing to share its experience with WHO Secretariat and is willing to work with other member states to ensure that a secure, credible electronic voting system is put in place.

6. India strongly believes that strengthening evaluation through lessons learned is critical to the ongoing WHO Reform process.
