Statement by India at the 2nd UPR of Kyrgyzstan

Statement by India

 

Mr. President,

1. My delegation warmly welcomes the delegation of Kyrgyzstan lead by the Vice Prime Minister, H.E. Mr. AbdryrakhmanMamatalievto their Second UPR.

Mr. President,

 

2.  Following the events of 2010, the restoration of constitutional order and the successful holding of parliamentary and presidential elections were credible achievements. The new constitution of 2010 has set the ground for further advancement of human rights in Kyrgyzstan.

 

3.  We welcome the significant progress achieved in strengthening the legal and institutional framework for the promotion and protection of human rights. The establishment of the Government Coordinating Council for Human Rights, setting up of a separate Parliamentary Committee on Human Rights and the creation of a Human Rights’ Ombudsman Office are positive developments in this regard. We note that Kyrgyzstan is actively pursuing efforts to ensure that its Ombudsman Institution is fully compliant with the Paris Principles. We recommend that this process be completed at the earliest.

 

4.  In 2014 women accounted for 42.4% of all employees and 60% of Supreme Court Judges. This is a significant achievement. We would encourage the Government to pursue similar measures to enhance participation of women in all other sectors.

 

5.  The new children code of 2012 and implementation of innovative initiatives like ‘a school without violence’ programme are noteworthy. It is also encouraging to note that Kyrgyzstan is actively preparing to ratify the Convention on the Rights of Persons with Disabilities.

 

6.  We recommend that Kyrgyzstan further develop policies and programmes to alleviate and eradicate poverty, with special emphasis on vulnerable groups, by taking forward initiatives such as the National Action Plan and Programme against corruption.

 

7.  We wish the delegation of Kyrgyzstan all success in its future endeavors.
