Statement by India

Mr. President,

1. India extends a very warm welcome to the delegation of Jamaica led by H.E. Mr. Mark Golding, Minister of Justice and thanks them for their informative presentation.

2. We commend Jamaica’s continued cooperation with UN human rights mechanisms and note with appreciation its review by CRC in January 2015 and submission of its report to Human Rights Committee in March 2015. Jamaica’s efforts at infusion of human rights education in the national curricula at the primary and secondary levels are praiseworthy. We welcome Jamaica’s request for technical assistance from OHCHR and UNDP. We recommend that Jamaica work towards early establishment of a national human rights institution.

3. We take note with appreciation of Vision 2030: Jamaica’s National Development Plan and the Economic Reform Programme implemented in the wake of the 2008 global economic crisis. In this regard, we would request the delegation to share more information regarding the comprehensive social protection strategy, which we understand is the first of its kind. We encourage Jamaica to take further steps against negative stereotypes and practices that discriminate against women. We recommend that Jamaica take adequate measures towards providing legislative protection to its disabled community.

4. We appreciate the Jamaican government’s drive to reduce crime and violence through social interventions, community programmes and more effective policing. While welcoming the National Restorative Justice Programme, we would request the delegation to share their experience regarding efforts at resolving conflicts at the community level. We commend the legislative measures undertaken to ensure fair and speedy trial as well the reinforcement of the Independent Commission of Investigations. We encourage Jamaica to continue working towards strengthening of judicial capacity and infrastructure.

5. We note with appreciation Jamaica’s efforts at strengthening legislative and institutional framework for combating human trafficking.

6. We wish the delegation of Jamaica all successes in its future endeavors.

Thank you Mr. President.
