Statement by India under Agenda Item 5: ID with Advisory Committee in the 42nd Session of the Human Rights Council (09-27 September 2019), delivered by Mr. S. Senthil Kumar, First Secretary,

Mr. President,

1.We thank the Advisory Committee for the activities that it has undertaken this year. We take note of the reports and research-based studies submitted to the Council, as mandated.

2. The importance of Advisory Committee in providing expertise and advice to the Council is ever growing. With the equitable geographical representation of its membership, the Committee brings in a comprehensive understanding on issues.

3. We take note that the Advisory Committee took action on seven thematic human rights issues as mandated by various resolutions adopted by the Council. Some notable activities are preparation of a report on the negative effects of terrorism on the enjoyment of all human rights and a research-based report on the importance of a legally binding instrument on the right to development.

4. We appreciate the activities undertaken by the Advisory Committee on the right to development. The study of the Committee on the contribution of development to the enjoyment of human rights has rightly pointed out that development contributes to better enjoyment of human rights, as greater availability of resources can enhance the availability, accessibility and quality of goods and services that are necessary for the enjoyment of human rights, such as the rights to health, education, food, water and sanitation, housing and social security.

5. Finally, we are looking forward to a report on current levels of representation of women in human rights organs and mechanisms as well as study on new and emerging digital technologies as mandated recently by the Council.
