Statement by India under Agenda 4.2(Interactive Dialogue with the Special Rapporteur on the Right to Development) at the 20th Session of the Working Group on the Right to Development (29th April to 03rd May 2019) delivered by Sh. Animesh Choudhury, First Secretary on 29th April 2019

Mr. Chair,

       India would like to place on record its appreciation of the Special Rapporteur on the Right to Development for his efforts in furthering the agenda of the right to development.

2. India attaches great importance to the Right to Development as a vehicle for improving Human Rights and will continue to constructively work towards its realization and implementation.

3. India appreciates the dialogue of the Working Group with the Special Rapporteur on the Right to Development in the meetings of the Working Group. India also appreciates the series of regional consultations being held by the SR on the implementation of the right to development.

4. We thank the Special Rapporteur on his briefing particularly on the issues raised during his series of regional consultations. The issues mentioned by the Special Rapporteur, particularly with respect to access to adequate information, monitoring and evaluation, accountability and access to remedies among others are particularly pertinent keeping in mind the agenda of this session of the working group. The points of discussions on the elaboration of a proposed draft Legally Binding Instrument on this subject have direct relevance to these issues.

5. We feel it would be beneficial for the Working Group to also factor in issues raised in the report of the Special Rapporteur on his regional consultations while working on the proposed draft Legally Binding Instrument on the Right to Development.

6. India remains committed to the implementation of the Right to Development and has contributed USD 25000 exclusively to support the activities of the Special Rapporteur on the Right to Development. We look forward to engaging and constructive discussions in this session of the Working Group.
